Abstract

The 2023 Education and Training Policy (ETP) represents Ethiopia’s most significant education reform in three decades. It introduces university autonomy, competency-based curricula, expansion of early childhood education (O-Class), and new accountability frameworks such as Approach, Deployment, Results, Improvement (ADRI) audits and performance contracts. This paper examines the policy’s objectives, major components, and implementation strategies, contrasting them with the 1994 framework. Drawing on official documents, program evaluations (e.g., GEQIP-E), and international education reports, the paper highlights enabling factors, risks, and recommendations. While the ETP is ambitious and aligned with global best practices, its success depends on phased implementation, capacity building, and equity-focused financing.
